Council’s committee
Councils establish committees to assist with their activities and functions. These committees may also include members of the public. Reasons to set up a committee include to investigate matters and make recommendations to the council. In our organisation we got six (6) committees listed below:

Term of reference
- Identifying sources of revenue and ensure that revenue has been collected
- Coordinate the budget formulation processes by various committees

Terms of reference
- Ensure the provision of quality health, educational and recreational services that are GESI friendly.
- Coordination of food security support and Rural WASH activities.
- Prepare the Disaster Risk Reduction and Management Action Plan.
- Quarterly or Special Committee meetings and recommend to Council.
- Prepare shared strategic action plans for social services interventions.
- Continuous stake holder consultations and feed back
- Timely implementation of approved departmental budgets and plans

Term of reference
- Instituting audits, be routine, spot checks or investigative / special audits.
- Liaison with external auditors.
- Reviewing of internal checks and control system.
- Checking on implementation of council resolutions.
- Advising on security and risk matters (risk management).
- Checking on the efficient use and management of resources.
- Crafting of the budget for audit committee and monitoring its performance.
- Serving the audit committee.
- Reviewing the council’s risk register.

- Updating farmers’ registers
- Enhancing management of natural resources
- -Facilitating formulation of ESCs. Awareness and Law enforcement-By laws and legislations governing lands and natural resources.
- Promoting /supporting agricultural activities to enhance food security and nutrition in the district.
- Land Use Planning
- Management of security of tenure and management of estates. – attending to land disputes.
- Advising the full council on legal requirements surrounding areas of council operations.
- Identification and advising council on possible revenue streams from available natural resources.

Terms of reference
- To consider and recommend to full council on all matters relating to gender mainstreaming in service delivery and budgeting.
- -To promote equal access to education for boys and girls and their retention at all levels of education and to promote access to training opportunities for men and women, to make possible their equal participation in the workplace, marketplace and in governance structures.
- To facilitate reduction of all forms of Gender Based Violence in the district.
- To increase gender responsiveness of the environment and natural resources management strategies and in climate change adaptation and mitigation initiatives.
- To promote equality and equity in access to economic opportunities for men and women
- To ensure that the constitutional and legislative provisions on gender justice are implemented and gender equality targets set in the district, national, regional and international protocols are achieved.
